Minutes
The Physician Assistant Advisory Committee of the Board of Medical Licensure and Supervision met on April 12, 2007, in accordance with the Open Meeting Act. The meeting was held at the office of the Board, 5104 N. Francis, Suite C, Oklahoma City, Oklahoma. Members present were:

The meeting was called to order at 3:00 p.m. The first item of business was approval of the minutes from the January 4, 2007 Committee meeting. Dr. McNeill moved to approve the minutes. Mr. Flinn second
Applications for licensure, reinstatement of licensure, transfer applications, applications for additional positions and additional alternate supervisors were reviewed. Mr. Flinn moved to recommend approval of the following applications for Physician Assistant licensure. Mr. Coody seconded the motion and the vote was unanimous in the affirmative.

Dr. Womack welcomed new Committee member Lindsey Gillispie, PA.
The Committee discussed setting a limit on the distance (miles) between a P.A. and the supervising physician. They discussed the fact that quantifying a set mileage involved too many variables such as access to the facility, experience of the PA and the specialty. The Committee discussed amending OAC 435:15-5-4(b)(4) to state that the Board could deny the application to practice for failure to demonstrate that adequate supervision will be provided. Staff was directed to work with Ms. Podolec in drafting language to email to Committee members prior to the next meeting.
A request from Carl Jeffcoat, PA for a Voluntary P.A. license was reviewed. Staff advised that to implement a Voluntary license would require a law change. Ms. Podolec was directed to investigate what would be needed and report at the next meeting.
The Chairman called for new business. Dr. McNeill reported that he had been asked about the appropriateness of a Physician Assistant beginning surgery prior to the surgeon being scrubbed in. He said a surgeon had been told a number of times that this was not consistent with PA practice standards. The Committee agreed that it was not appropriate for the PA to begin surgery without the physician being ready to take over. The individual complaining should report the information to the Board staff so that it could be investigated. It was possible that the physician could be sent a Letter of Concern and be required to meet with the Board Secretary to discuss the matter. Dr. McNeill said he would take the Committee’s comments back to complaining individual to see how they felt about reporting it.
